With my current knowledge of physics, a railgun has _NO_ recoil
penalties. This is because the "propellsion" is purely magnetic,
resulting from coils of somekind of metal that have an electric
current running through them. This electric current causes a magentic
field that will provide a force out of the coils. Railguns are very
dangerous weapons, and are being researched quite extensively by the
US government.
