AP or explosive would be better than flechette for sniping because the flechette
will not go through any barriers (like windows which often are in the way).

I do think that just handing out skills of 8 or 9 should often be done.
3 is the human average w/ practice (ie Lonestar cop -yes they are actually good
shots) When you see the book type Street Sam's you should remember that they
are some of the best (Ie - their PC things - fodder Street Sam's should have a
lower firearms) firearms 8 + 9 is basically you are one of the 10 best in the
world IMHO. Just look in the books - like the Assasin in Mercurial - he is the
3rd best in the world and he has Pistol at 8 - and thats his highest.

All in all, a Firearms 6, Sniper rifle + scope is quite sufficient to take out
all but the most protected oppenent.
