Yes, Temple is a very bad place - (I used to live in PA)
Another idea, and non-injuring, is to get one of the Screemers.
They are ment to be almost painfully loud and attract A LOT of attention.
Often, attacking someone back will get you injured, especially if it goes wrong.
If the criminal is not attacked but is rather startled and fears discovery -
they will most often flee.
