Maybe I did make my self clear.

Let first give the fact I going to be a GM and not a player.

Second lets say a combat can be avoided

Third I just Joe Smoe Jill Smoe as examples

Joe has a firearms skill of 10. Jill has a firearms skill at 1. Both have
ingram smartguns. Unlucky Joe and Jill are in a fire-fight against a Troll.

Joe fires full-auto at the troll. Joe has a smartlink and a improved gas vent
4 and is at short range. Joe target number is 4 -2 +(10-4) = 6. He gets the
average number of successes which is is 1.6666... or 2.

Jill does an full-auto suppression fire in the one meter area the troll is in.
she doesn't roll anything. The Gm rolls 10 dice (number of bullets fire in
to the the one meter) against a target number of 4. GM gets average number of
successes which is 5.

Now who hit did a better hit in all sense: JILL
Who has the better skill: JOE
Who should be the better shot on the average: JOE

Why did Jill do better is is the better one?!?!?!
