I hate to break it to you, but runners aren't the only people who buy
weapons. And civilians don't normally wear piles of body armor. 6L may be
nothing to your armor jacket, but to a normal person wearing street
clothes, it's going to ruin his day.

Then there's the concealability and cost factors; you might be able to
sneak that light handgun in where a heavy will stick out.
