I meant that if you wanted horizontal surfaces to be non-traversable,
that would be one game affect. To make them only traversabe to be climbed
through would be making the game effect not "horizontal surfaces are
solid to the phased being" but rather "horizontal surfaces are solid when
the phased being is below them". That's a more complex special effect,
hence a higher drain.

And if you didn't put a drain modifier in it for special effects, then a
lot of GM's who trust you won't do it either. We've had enough troubles
due to incomplete specifications, neh?
