player has to choose his speed on his own. CruisingSpeed is only
a game mechanic that is used to determine how much distance
a vehicle will cover, it has to calculated according to the
results of the Position Test. TopSpeed (second number) only gives
the maximum speed of that vehicle. So your current speed has
nothing to do with how far you get. But when a vehicle CRASHES, then
you have to use the Speed the player stated as his current speed
to figure out the Power of the CrashTestDamage.
GM should consider that a character can't drive at any speed
he wishes, because of other vehicles (traffic in cities), bad roads,
etc. . This is just what I reproduce from my memory, but right now
I go to look it up, please forgive me if the above is nonsense
(but I got a memory regarding rules ...).Hope this helps.
