All types of places will have a background count if they are exposed to
the right stimuli. But most background counts will fade quickly. Places
freqented by magicians/have more than three magicians casting lots of
spells will have a BC of one. It will fade over time. A murder only
lasts about an hour.
But an earthquake, of that magnitude, to me counts as a scene of
sudden mass death. Sure, since it's a natural occurance it will fade much
faster than say the count at the Chicago Shattergraves(which is a level
4). Instead of taking scores of years, it'll only take decades(IMHO).
