Actually, this is NOT true. Laws still exist, and there are
still courts, statutes, precedures, and legal precedents. The UCAS
Congress is still cranking out legislation. It's just that the
street-level enforcement of said legislation is contracted out to a
corporation. (Note that in Shadowtech, all of the criminal offenses and
their associated punishments are listed as Local (Seattle) law and
Federal (UCAS) crimes.) So yes, there are still laws, they still have
punishments, and shadowrunners are still breaking them with reckless
abandon and a fair amount of creativity.
