So that you can acheive _more_ successes than you would be able to get
normally with the number of dice you have to roll. Also, what if you get all
successes, and still wanna make it worse? Then you buy a few extra dice. But
generally, the failure re-roll is a much more efficient useage of Karma Pool
dice.

A single Karma Pool point will allow you to re-roll all the failed dice from
a single dice roll.

It also assumes that the victim generates at least one success
with his two body dice, else he cannot buy successes with karma.

It goes along the lines that if a weapon has a Power more than (two)x(Bod)
of the person it is hitting, then for every two successes over the amount
needed to raise the wound to deadly (after combat pool dice and body dice)
the victim receives an extra box, to be markled off on the damage overflow.

It says "A character can use 1 point from the Karma Pool to re-roll any test
dice that failed." and goes on to give an example of someone rolling 4 dice,
getting 2 succeses and spending 1 karma point to re-roll the 2 failed dice.
