Well what I get from reading the text is that Stun rounds don't get the
-2 power penalty. In the "Gear" section of SRII (page 241)it says for Gel
that "Impact armor is very effective against this ammunition..." while for
Stun it says "Impact armor is effective against this ammunition...".
Notice for Stun they loose the "very" part in effectiveness.
While it never explicitly says Stun doesn't get the -2, that's really all
I can infer from the description, since Impact armor is better vs. Gel
than Stun.
Hope this helps more than confuses.
