I'd vote for the specialized libraries myself. I think once you get past the
basics, say a 2 or 3 rating, you could get very specialized. Since this is all
theory I would compare it to other science libraries. The more in-depth the
more specialized.

I think you also need to consider the amount of space required in Mps or on
chips/discs. The the higher the rating the more space required, exponentially?
Regardless, I don't see why you wouldn't have a Healing 7 in a hospital or a
Combat 8 for a corp hit team.
