Check the back of the Shadowrun rulebook, where they say "double
vehicle equivalents".
Physics, man. A portable jammer doesn't have the wattage to
seriously impede a vehicle-mounted radio emitter ... sort of like trying
to jam an Aegis radar with a microtransceiver.
