Yes, it is possible. You should consult the "Anchoring" rules
under the Metamagic section of the Grimoire (Second Edition). If you do
not have this book, GET IT!!! It is way useful. It will answer all of
your questions on things like making flaming swords and stuff. Oh, and
no, they are not permanent, and no you can't enchant things like guns or
vehicles (unless you wanted to make your car entirely out of virgin
telesma that is...)
