No, it can't. When firing at a vehicle, you treat it's armor as a barrier.
You compare the *base* power of the weapon to the barrier rating of the
armor; if the weapon's power is less than or equal to the barrier rating,
the bullets bounce off, completely, regardless of how many you fire.
