This is a silly question. It's just like any other RPG. The GM decides
whether a villian is going to advance and such. I sure as hell wouldnt
want to work out every single greasebag that the PC's kill. That would
be way too much work for some guy you know is going to get a 9mm brain
hemmorage 5 minutes into the action. For someone who either escapes
the characters, or youre going to make _The_arch_villain_ (tm) I would
spend the time and make a PC run by the GM.
