Re-read the enchanting rules. You get a rebate for first bonding, but
not that much of a rebate! He must still pay 7Xthe rating (that would be
63 karma!) unless he had the rebates, that is he picked ALL the materials
himself, walking them through all the processes(just imagine the quantity
of virgin stuff for 3 level 9 foci!) then he would also spend more on
aclchemical material the also have a drekload of orichalcum available! If
the GM was stupid(sorry!) enough to allow that, he deserved to get it!
