I can't see why you're confused. It seems perfectly clear to me. You combine
all the spells into a single complex action, and they get resolved in the
order you like during that complex action. Like, say I want to stack a
Manabolt, Bullet Barrir and Invisibility all into the one action (hey, I'm
paranoid). Well, I can choose which one happens first during the complex
action they are all being cast in. Say I want to first go invisible, then
put up a Bullet Barrier, then lob the spell at a bad guy. Or I can do it in
any other combination. Either way, they whole process takes a single complex
action.

I think everyone else has covered these pretty well (woe to the magician who
relies on fetishes :-)).

I'd say no, but I guess you could allow it (I can't really see the magician
casting the same spell for 10 phases though). Casting spells is a serious
matter, it takes an entire complex action to do. Spells are very effective.
If a magician wants to use one, he'll have to expend a complex action to do
so in my view. If he has something else that is so important to do so that he
must use his first simple action, then bad luck, he can't cast a spell till
next action. Ya pays yer actions and takes yer chances (or however that
cliche goes).
