Why? Suppose the character in question really couldn't care less about
"incendental casualties?" Killing cops and civvies on a run *is* in
character for such a person. You give him 2 points for playing in character
then take more away for doing the same thing? Get real.

There are better ways of dealing with indiscriminate slaughter. Remember;
runners are runners, but Lone Star and Knight Errant are corporations.
Whatever the runners have, the corps have even more, even better. Piss off
the cops, the government, or the corps enough, and you're going to have
bounty hunters tracking you everywhere. And when it's "dead or alive" the
first option is always easier.
