Assembling the SM-3 wouldn't require a check. Most weapons that can be
disassembled in such a way are easy enough to put together: stick the barrel
into the body and push down a lever, for instance. If you want a B/R skill
check for that, you should also roll one for cleaning the weapon.
But building something from the ground up (or totally from its component
parts) would need a check, I'd say. Take a computer: putting a new processor
into it wouldn't cause much trouble: remove the old one, and press in the
new one. However, if all you have are two handfulls of chips, resistors,
etc, and a few circuit boards, assembling a computer out of those becomes
much mroe diffcult.
