This si one way of doing it, but I just tend to use my own discretion
when deciding what players can have. Even then in STech it suggests not
allowing PCs to start with any of it, and I think the same thing of Beta
and Alpha ware in SSC.
I however do allow some of this stuff if it fits the character concept.
For example a decker should be allowed the new Datajacks and I/O, Math
etc SPUs per STech (but not CCs really). Also a bodyguard character may
be allowed Orthoskin and the like so he can take bullets and damage meant
for his client, but shouldn't be allowed Toxin Exhalers or miniguns.
I don't like imposing rules, if I think a restriction needs to be imposed
I just say leave it to GMs discretion. MInd you having said that I do
like your rule and it is easier than having the GM have to consider each
type of equipment individually.

As I stated above I completely agree. Mercs should be able to have more
weaponry, deckers more headware cyber etc
