I do believe there is a ruling in the character generation rules regarding
this. Hang on and I'll have a look.
Yep, here it is. Page 43 of SRII, the section on gear says quote;
"Some gear have ratings, beginning at 1 and increasing with the capability
and sophistication of the item. Starting gear cannot have a rating greater
than 6, even though a particular type of gear may be available with higher
ratings. There is no such limitation after the game begins."
They were way ahead of you mate... :-)
