Blech! And how do you justify that? Elves are taller, are harder
to pass as a human, and more likely to be noticed, _I_ would have
said.

Besides, there's a fantastically enormous difference between giving a
bonus skill dice for Stealth (barely justifiable, maybe), and increasing
your opponent's target number.
