I work stealth tests in the following manner: Stealth is an opposed test
vs. the opponents' perception. IE, every stealth success directly
reduces the opponents' successees against a standard peception test to
detect the stealthy characters. Thus, weather that hurts perception
tests helps stealth, sort of like real life :-)
