What I'm trying to point out is that people notice `outsiders' more.
`Hey, who's that weird-looking dude creeping around back there?'

I feel that you haven't thought deeply enough about the effects
this has on the probability distribution. Compare this to
trying to fight when you're at a +1 TN penalty...
