That would be me. This rule doesn't apply to things other than
falling, if that's what you're thinking. It is actually a house rule
that is a natural extension of the falling rules as given in FoF. It is
included to get past the annoying point that someone else brought up
about any kind of fall (no matter how short) would result in damage. To
make things more realistic, I included the provision that if the power
level could be brought down to zero (with an Athletics test, etc.), then
you would take no damage from the fall. It works amazingly well, and
keeps the simplicity and integrity of the existing falling rules intact.
