I tend not to like hit location tables, as often the location the table
describes might not be appropriate eg the table says your bullet strikes
the guy in his left shoulder, but that half of his body is behind cover.
I tend to describe it and apply any additional modifiers as I see fit.
Eg if a player says he's straifing (sp?) an area at leg height
then the target is likely to be shot in the legs and I might impose
additional modifiers to running, dodging, kicking attacks etc.
Of course this is all IMHO :)
