This is my policy.
The majority of skills like ettiquette, negotations, leadership and
other social
skills like interogation are for use against non-player-characters.
If you want
to be the leader of a group you have to earn it, basically you have
to be a leader.
If you can't handle giving orders and ralling support then you
shouldn't be the
leader no matter what kind of skill you have (for PC's). *PC's are
suppose to
interact... thus social skills should not be an issue. When
someone says
I want to use my leadership skill to influence our rigger to stand
watch - then
you say "don't look at me - there he is - convince him" *heck if
you have to
bribe him, leadership isn't all talk* I find this makes for a much
more interesting game.
But for NPC's all of these social skills are based off your stats.
If you want to
rally a bunch of vagrants/gangs/wage slaves/etc... against a corp,
make that
leadership roll (every success gets you X number of people *split
successes
by time/people*) (GM determines base time and difficulty) then for every
day or location that you rally people justs add to you following.
Also note
that unless something goes wrong at the corp (or whatever the cause)
that these people will more easliy be rallied next time (for you).
