No its perfectly logical, our society focuses on giving a person
the best possilble education. Thats why charcters can get a decent
amount of skills even if the devote a low priority to them. Problem
is that most people are content with the skills they aquired in the
early stages of their lifes (maybe because skills are so hard to get)
and therefore refuse to learn anything new. SR reflects that pretty
good.
