White noise generators MAKE noise, not reduce it... they simply lower the
chances someone will be able to make out a conversation amongst all the
background, or "white" noise. Kinda like having a serious conversation at a
party.

(BTW, I was joking before... a player wanted to use a squirt gun in a
"silence" zone (one where a silence spell is required, 'cause of all the
noise/security dectectors... they went off when the squirt hit the wall. :)
