The primary limiting factor is the cost of ruthenium polymers: 10,000Y a
square meter. Now, there's about 1.5 square meters of cloth in a jacket, a
bit more in a set of trousers, and so on. So, for a human sized outfit,
you're looking at 35,000 odd base, probably. Maybe more. With a Street
Index of 7.5, and EVEN MORE material being needed for orcs, trolls, and
elves (greater height), that really should be sufficent limitations.
