Basically right. There are a few points to remember though. As has been
said, you'll need the Ambidexterity skill as well (at a level equal to the
Armed Combat skill rating, otherwise you'll be suffering large TN
modifiers). Also, the two weapon style skill only applies to a particular
combination of weapons, eg "Long+Short Sword" and "Twin Dagger", are
two
different skills.

I think that if someone is willing to spend such an inordinate amount of
karma or skill points obtaining three different skills so's that they can
mince in hand to hand, then that's fine by me. A good point to remember in
SR melee combat is that Reach is much much more important than dice numbers.
A mere +1 reach advantage over your opponent will dramatically reduce his
successes and dramatically increase yours, effectively cancelling all the
extra dice the character has.

That actually seems a bit wussy to me. What kind of damages did you assign
the weapons? FoF suggests (Str+1)M for a light sword, so I'd rate a Long
sword at (Str+2)M or maybe (Str+1)M, and a short sword at (Str)M [though I
can see an argument for allocating a short sword sopmething like (Str+3)L].

Just seems to me that for all the karma and skill points spent, you didn't
really get all that much out of it. For over 200% extra karma/skill points,
you got 50% extra dice. Not terribly helpful, it'd probbaly be cheaper
karma-wise to just increase the skill Rating by 4.

The TN modifier is to the combat success test. It's equal to the difference
between the appropriate skill Rating (eg Armed Combat) and the characters
Ambidexterity skill Rating (ie Armed - Ambidexterity). It is a positive
modifier (makes it harder to hit). Obviously if the Ambidexterity skill
Rating is higher than the combat skill Rating, then there is no modifier
(no, you don't get a bonus).

Note that the Ambidexterity skill is only available at character creation,
and costs 3x the normal skill points to obtain. After character generation
it may be increased the same as a general skill (but you can't buy it as a
new skill with karma, you either have it or you don't).
