Well, not exactly. Team karma is identical to personal Karma Pools except
that any team member can make use of it if they get a majority vote. Most
NPC's do not (by definition) count as team members. Occasionally I allow an
NPC to draw from the team Karma Pool if all team members agree to it though,
but that is just my ruling, not the books.
