Well, that depends on your perception of just what a ghost is. AFAIK, a SR
ghost is nothing more than an unusual spirit, an astral impression created
by someones psyche. In which case it is unlikely to have any real
conciousness, and hence any real skills. If, however, you wish to have the
ghost as someones 'soul' (something FASA has wisely steered away from), then
go right ahead, and I'd say that they'd have all the knowledge they had in
life, yes. Also think of other options for a ghost NPC, the first which
comes to mind is a free spirit, PC's aren't goning to know the difference
(indeed, who is to say that some free spirits _aren't_ what's left of human
minds after death?).

You simply say, well, he's about skill Rating 10 at that, 8 at that, and 12
at that. Or whatever particular power level you may desire (I'd be looking
at about 10-11, but Ivy would need 20-25 for example) to make the person a
real expert.
