Wind Spirits & Weather Tables

Ok, one of my players is a Raven Shaman, which gives her bonuses on summoning
"Wind Spirits". A quick check of the list of Nature Spirits reveals nothing
specifically called that. The closest thing is Spirits of the Air, which
consists of Mist and Storm spirits.

The Storm spirit certainly fits, and probably the Mist one two, since Wind
Spirits probably meant Spirits of the Air. So far, this is the way I've been
ruling it. Is that an accurate ruling?

My next question assumes that the Storm Spirit requires at least a decent
breeze or possibly some rain to conjure. (And Mist Spirits would require at
least a little fog.) Has anybody produced any random weather tables for the
Seattle area? I haven't seen any anywhere.

It would certainly help to have a quick table to determine the weather
everyday, so I don't have to arbitrarily decide if the Raven Shaman can
summon her favored Spirits.
