Uh... unless I've been reading and playing this game wrong for
several years you get 1 free action EVERY phase regardless of when
you act. The only restriction is that you can't take a free action
until you actual act in a phase.
For example some one goes at 22 while someone else goes at 18
the runner acting at 22 can start speaking (and blather all day long
after that) while the runner at 18 can't start speaking until 18
comes around unless he/she saved an action from last round.
