It really depends.. Sometimes it's a friend, sometimes it's someone who
owes the runner a favor (or vice versa), sometimes it's a paid associate.
Could be almost anything -- whatever makes sense to those particular
individuals. The only game-mechanic limitation is that a contact won't
(usually) stick his/her neck out for the runner. That's a buddy.
