Although I can't give ya an exact page number, I can almost quote this one
verbatim, since I've gotten into this argument many times. (The last time at
Gen Con)
Damage taken, whether physical or mental apply positive dice modifiers to the
target numbers of all Success tests. Damage resistance is not a success test,
it is an attribute roll. Success tests are when a player rolls skill dice
against a target number to see if he succeeded at what he was trying to
do.
To put it practically, you get Success Test damage modifiers when you TRY to do
something, because it's harder to concentrate on doing it when you're in pain.
Pain, however, is not a factor in determining how tough your skin is (body)
when it comes to resisting damage. I don't have to think about it, I just stand
there, get hurt, (mental or phys.) and hope either my body or mind is resilient
enough to avoid taking further pain.
When you roll an attribute or skill to do something, damage mods apply, but
otherwise, if its not a success test, its not modified.
