correct acording to FASA though i can understand folks having
problems as they don't make it very clear. This is not something i
have seen players do [though i limit startup skills, even
concentrations at 6, some folks onlt limit general skills at 6]. Your
other option is to get them to pay the difference between the
concentration and general for the upgrades.

ie start 4/6/8
FASA
10 karma for 5/6/8
12 for 6/8(specialised) etc.

could try
4/6/8
want 5, weel concentrate 5 cost (5*1.5 = 7.5 =7) therefore costs 5*2
= 10 -7 = 3 for .. 5/6/7
then 12 - 9 = 3 for 6/6/8
then 14 - 7 = 8(specialisation 6 to 7 cost only 7) for 7/8
then 16 - 8 = 8 for the final general skill at 8

i think this is rather more fair than effectively throwing away the
concentration and specialistion points if you later put up the
general skill but is not offical.
