I disagree. If you are highly skilled in the use of one weapon and you know
a little about the rest and you increase your knowledge in the general area
it wouldn't help you in your specialized weapon because you already have an
expert knowledge of the specialized weapon. The general knowledge is not
specific enough to push your specific skill up any.

I could see an arguement for the average increase over the entire
skill but my players don't get to do it.
