Ok, I thought different types of initiative enhancement weren't
cumulative. Or is this another rule from NAGEE/NERPS? Or is
this another GM rule? Or am I missing something else entirely?

I agree with this point, but in addition do not see why some one would want to do this. I
personally do not use cyberware/bioware in any magically active character. This character
is by its nature magically active and would not seek to reduce his magic in any way. I
would think fairy kind would "avoid technology which invades the body" as
Shamans do.
