I *really* dislike this type of thing. NPC's its possible, but
PC's its not... Now, if the reason for NPC's being possible is a HUGE
amount of money, sure, but I really dislike the NPC's can have anything,
even if its impossible stuff(like more than 4d6 initiative without
Move-by-wire/SA, etc.)
