I'm sure this has been touched on before, but I continue to get
contradictions. In SRII, the steps A through D in the Combat turn begin
with "Acting Character's Combat pool refreshes". Does the combat pool
refresh every Combat turn, or every phase? If every phase is the answer,
doesn't that seem like overkill?
