Thats one of the reasons, in my opinion.

As far as I remember, Ghost tolerated Sam, because Ghost was a human and
most humans like Dogs.

Besides, Sams wendigo sister Janice was a shaman of Wolf, and therefore
in spiritual brotherhood with Ghost.
