I love this idea. I'm gonna steal it and use it. I'm going to have *you*
be the evil mastermind behind it all... "The Dutchman" might get to be
a major NPC... before he dies horribly! <Snigger>

This is a *very* interesting idea, especially for PCs who have law-enforcement
connections, though. It has real potential.
