I would allow the rigger to choose. The RBB gives rules for
power consumption for drones operating at various speeds. The rigger in
control of the drone should be able to say, "my drone is going at X
speed." As long as this doesn't exceed the drone's maximum, it should be OK.
As far as autopilot-controlled drones go, the GM should decide the
speed of the drone, taking into account the level of the autopilot and
the order the autopilot was given.
