I distinctly recall that virtually the only times the samurai in my regular
group got surprised was when there were insect spirits involved... Quite
simply because he couldn't beat their extreme Reactions. Against anyone else
he used to usually have enough successes to shoot at least one or two of the
opposition, and that would have been against a group of NPCs the (slower)
other PCs wouldn't have had a chance against.
