they are not set in stone. They can fluctuate with "market trends" and
other vagaries of a quasi-legal supply and demand situation. In my
campaign, the city the players are in is currently under military
occupation (boy does *that* suck...) so some stuff is really difficult to
get. Voila, the availability and street index go up.
Also remember that the player looking for the goods can reduce
the availability by spending more money. If I recall correctly, every
extra 25% spent reduces the availability by 1. So by paying double price
for APDS, you can get the target number down to a much more attainable
10. A character with a 6 etiquette has a 50-50 shot of being able to get
this.
