Because without their contacts they can't get the stuff in the first place.
What happens when the chars make the test is virtually the same as what
would happen when the fixer makes the test, but it's just one step further
down the line toward the players. The players go to their contacts and say
"Hey, I'm looking for this and that gun. Know where I can find it?" then
roll an avail test. Just like when you are legworking -- _you_ roll the test
to see if the street cop knows anything about the recent shootings.
OK, I admit this house rule resulted from us interpreting the rules wrong
during the first few sessions, but we stuck to it after we found out...
