Yes, it will. Correctly placing the charge in the road will make a large
difference to the effectiveness of the explosive in any chosen direction.
However, you have to decide what the purpose of the charge is. A mine
intended to destroy a vehicle would not be hugely effective at cratering
the road, and vice versa. (There will be a crater, of course, but if you
set the same explosive with the declared aim of making a big crater you
would do much more damage to the road, but less to the car).
